A Childhood Marked by Neglect
For investigators, the death of Muhammad Rauf did not begin on the night of October 3, 2023. Instead, they viewed the case as the final chapter of a much longer period of alleged neglect that had gradually stripped the 13-year-old of the stability and protection normally provided by a family.
According to witness statements collected during the investigation and reports from Indonesian media, Rauf had become a familiar figure in Parigimulya Village long before his death. Residents regularly saw him sleeping at a poskamling, wandering through the village alone, or looking for small jobs that could earn him something to eat.
Several residents recalled that he rarely appeared with an adult family member. His clothing was often dirty and worn, and neighbors described him as looking increasingly thin over time. Although some villagers occasionally offered him food or temporary assistance, no consistent support system existed to address his living conditions.
To survive, Rauf reportedly relied on informal work. Witnesses said he swept yards, carried out household chores, and disposed of garbage for local residents in exchange for meals. On some days, he reportedly earned enough to eat. On others, he depended entirely on the generosity of neighbors.
Investigators also documented allegations that Rauf occasionally took food or small amounts of money without permission. While these incidents drew criticism from some members of the community, authorities later examined them within the broader context of a child living without stable parental care, regular education, or reliable access to food.
The investigation found no indication that Rauf had been receiving sustained assistance from child welfare authorities before his death. Although local residents were aware of his situation, there is no public evidence that long-term protective intervention was implemented to remove him from conditions that investigators later described as deeply concerning.
The case subsequently prompted broader public debate over the responsibilities shared by families, communities, and government institutions when a child is believed to be living in neglect. Child welfare advocates argued that prolonged exposure to homelessness, food insecurity, and the absence of adult supervision can significantly increase a child's vulnerability to exploitation, violence, and other forms of harm.
Indonesia's Child Protection Commission (KPAI) later cited the case as an example of how prolonged neglect can become normalized within a community. The commission questioned whether earlier intervention by local authorities or social service agencies might have altered the course of events before they escalated into a fatal criminal case.
Legal experts also noted that Indonesian child protection laws recognize neglect as a serious violation of a child's rights. Beyond providing food and shelter, parents and guardians are legally obligated to ensure a child's physical safety, education, emotional well-being, and overall development. When these responsibilities are abandoned over an extended period, the consequences can extend far beyond poverty or homelessness.
As investigators reconstructed Rauf's final days, they concluded that the violence alleged to have occurred on October 3 did not emerge in isolation. Rather, it unfolded against a backdrop of prolonged hardship, fractured family relationships, and the gradual disappearance of the protective environment that every child is entitled to under the law.
Understanding those circumstances became essential to explaining why the criminal investigation extended beyond the events of a single night. Prosecutors would later argue that the fatal assault was only the final act in a much longer story of abandonment, making Rauf's case not only a homicide investigation but also a national conversation about child protection, institutional responsibility, and the consequences of prolonged neglect.
